The Commissariat

The Commissariat, also called the Officio Prefectus, is the branch of the Imperium that trains and runs the Commissars. Those black-coated officers attach to Astra Militarum regiments to keep morale up, and to shoot anyone whose nerve breaks.

What the Commissariat actually does

It sits under the Departmento Munitorum and oversees the Commissar officer corps of the Astra Militarum. In practice that means recruiting, training, and assigning Commissars to regiments across the galaxy.

A Commissar’s job is to inspire the troops, hold morale together, and step in when commanders or soldiers show a lack of zeal or competence. The authority that comes with that is sweeping, and it’s backed by a bolt pistol.

The Commissariat also runs an Intelligence Directory, led by a Director at sector level. One of its duties is managing Imperial newsreel archives, which churn out propaganda for the wider populace.

Where it came from

The organisation started as the Command Prefectus, a security force raised from Imperial Army personnel in the last stages of the Horus Heresy. It was created on the eve of the Siege of Terra on the orders of Archamus, Master of Huscarls of the Imperial Fists.

Its original job was keeping order inside the Imperial Palace and other loyalist strongholds on Terra while the Traitors attacked. Those early members wore black trench coats with red trim, and that look stuck.

The Fleet Commissariat

The Imperial Navy has its own commissars, known as the Fleet Commissariat. They do the same job as their Guard counterparts, but for Naval personnel.

That includes the lowest ranks. A Navy Rating seen fleeing during a boarding action can expect a Commissar’s attention just as quickly as a Guard trooper.

How it fits into the wider Imperium

The Commissariat is one of several parallel power structures layered over the Astra Militarum, which is why Commissars can override local command when they think it’s warranted.

It recruits its future officers from the Schola Progenium, the Ecclesiarchy’s schools, then trains them for service in the Guard. That pipeline is why Commissars tend to share a common doctrine and outlook, no matter which regiment they end up in.

FAQ

Is the Commissariat the same as the Officio Prefectus?

Yes, they’re two names for the same organisation. Officio Prefectus is the more formal title, while Commissariat is the common one.

Who do Commissars answer to?

The Commissariat sits under the Departmento Munitorum and operates alongside the Astra Militarum’s normal chain of command rather than inside it.

Do Navy ships have Commissars too?

They do. The Fleet Commissariat provides them, and those officers watch over Naval crews the same way Guard Commissars watch over regiments.
