Imperial commissars are the feared political officers of the Astra Militarum, tasked with keeping soldiers loyal and disciplined. They answer to the Commissariat, not the regular chain of command, and they have the authority to execute anyone who shows cowardice or incompetence.
What imperial commissars do
Every regiment gets at least one commissar attached to it. They stay with that regiment for its entire service, watching both the troops and the officers. Their job is simple: make sure nobody breaks, runs, or turns traitor.
That means they can summarily execute a guardsman or officer who panics in battle or botches an order. They also hunt for hidden threats like genestealer cults, chaos heretics, spies, and mutants. In some regiments, they double as diplomats, smoothing things over with planetary governors, the Adeptus Mechanicus, or civilians who don’t like the regiment’s methods.
It’s rare, but not unheard of, for a commissar to be killed by their own troops in a staged friendly-fire incident. Deathworld regiments are especially known for it.
- Enforce discipline and devotion to the Emperor
- Independent of the normal Imperial Guard hierarchy
- Can execute anyone on the spot for cowardice or incompetence
- Root out cults, heresy, and corruption within the regiment
- Sometimes act as mediators with local authorities
Ranks and training
Commissars come from the Schola Progenium, the Ecclesiarchy-run schools that raise orphans of Imperial servants. Cadets get a strict religious education and then train under a full commissar for an unspecified time. Promotion depends on that senior commissar’s judgment.
After graduating, a cadet might become a junior commissar, or they might jump straight to full commissar if they’ve already proven themselves. From there, they can rise to commissar-captain, lord commissar, or commissar-general. A rare few hold the title colonel-commissar, blending both roles.
There are also commissars assigned to Planetary Defence Forces and naval vessels, though those are less common than the ones serving with the Astra Militarum.
| Rank | Notes |
|---|---|
| Cadet commissar | Trainee from the Schola Progenium, mentored by a full commissar |
| Junior commissar | A developmental rank, often field training |
| Commissar | Full rank, assigned to a regiment |
| Commissar-captain | Senior rank, may command a company |
| Lord commissar | High-ranking, oversees multiple regiments |
| Commissar-general | Top of the Commissariat, strategic authority |
Famous commissars
The most famous commissar in the lore is Ciaphas Cain, a self-proclaimed coward who accidentally became a Hero of the Imperium. His memoirs, edited by Inquisitor Amberley Vail, are a fan favourite.
Others include Ibram Gaunt, who led the Tanith First and Only, and Sebastian Yarrick, known for his feud with Ghazghkull Mag Uruk Thraka. Many commissars appear in novels and campaign books, often as stern authority figures or unlikely heroes.

- Sebastian Yarrick: legendary defender of Armageddon
