Decree Passive

The Decree Passive is the Imperial law that broke the Ecclesiarchy’s military power. Passed in the wake of the Reign of Blood, it forced the church to disband its armies and fleets, and it’s the reason the Adepta Sororitas exist in the form they do today.

What the decree actually did

The High Lords of Terra passed the Decree Passive in M36, dated 0001288. It came after the Reign of Blood, the period when Ecclesiarch Goge Vandire held the Imperium hostage through the church’s military might.

The law’s aim was blunt: strip the Ecclesiarchy of any formal ability to wage war. Ecclesiarch Sebastian Thor, who took over after Vandire’s fall, was the one ordered to carry it out.

In practice that meant disbanding the Frateris Templar, the church’s main armed force, along with any armies or fleets kept by members of the Ministorum.

The loophole that saved the Sisters

The decree banned the Ecclesiarchy from maintaining “men under arms.” That wording left one door open.

The Daughters of the Emperor, an all-female warrior order, didn’t fit the letter of the law. Sebastian Thor argued they weren’t covered by it, so they weren’t obliged to disband.

Rather than let them go, Thor folded the order into the Ministorum as the Adepta Sororitas. Their job was double-edged: they’d enforce the church’s will, and they’d also police the Ecclesiarchy itself through their pursuit of purity.

Why it still matters

The Decree Passive is the legal reason the Ecclesiarchy can’t field its own conventional armies. It’s also the origin story of the Adepta Sororitas, who exist because of a single phrase in the law.

It’s a neat example of how Imperial law works in practice. The wording is everything, and the people who write it know that.

The decree sits alongside other Imperial laws that shape how the great institutions of Terra are allowed to hold power.
