The Senatorum Imperialis

The Senatorum Imperialis is the Imperium’s ruling council, the body that governs mankind in the Emperor’s name. It’s where the most powerful people in the galaxy argue, scheme, and decide the fate of a million worlds.

What the Senatorum Imperialis actually is

Officially it’s the Lords Temporal, Martial and Ecclesiarchical of the Most Divine and Righteous Imperium of Mankind. In practice everyone calls it the Senatorum, and it exists to interpret and carry out the Emperor’s will.

The full body is enormous, tens of thousands of dignitaries, nobles, and officials. They almost never meet. Real power sits with the twelve High Lords of Terra, who handle the day to day running of the Imperium.

The High Twelve

Nine seats are effectively permanent because the organisations behind them are too important to leave out. The other three rotate between powerful figures, which is where a lot of the political knife-fighting happens.

Since Roboute Guilliman returned he’s taken the title of Imperial Regent, the Emperor’s Living Voice. Sources disagree on how much that demotes the High Lords. Even so, they still rule in the Emperor’s name.

Where they meet

The Great Chamber of the Senatorum Imperialis, also called the Great Chamber of Legislature, sits inside the Imperial Palace on Terra. It’s built like a colosseum and can hold over a million people. At the centre is a dais where the twelve High Lords sit.

It’s the most famous meeting place, but the High Lords often gather in smaller rooms instead. During the Siege of Terra the chamber was badly damaged, then patched up and used for the Grand Council of Reconstruction. By mid-M32 the repairs were mostly done.

Why it matters

The Senatorum is the Imperium’s government. When it’s slow, corrupt, or deadlocked, the whole galaxy suffers. When it acts, fleets move and wars get declared.

Its history is full of shake-ups: the War of the Beast, the Beheading, the Age of Apostasy, the 13th Black Crusade, and now the Indomitus Crusade. Every crisis reshapes who holds power.
